As of January 1, 2018, the Russian Government adopted resolutions on the transfer of five "pilot" state programs - "Providing Citizens of the Russian Federation with Accessible and Comfortable Housing and Communal Services", "Education Development", "Health Development", "Development of the Transport System" and " Development of agriculture and regulation of markets for agricultural products, raw materials and food for 2013-2020 "for project management.

Earlier, the Government of Russia issued two resolutions of 12 October 2017 - Nos. 1242 and 1243, which established rules for the development, implementation and evaluation of the effectiveness of pilot state programs that are transferred to project management mechanisms, and also rules for the integration of several federal targeted programs FTP) in these pilot state programs. Until March 1, 2018, responsible executors of pilot state programs should make drafts of the Russian government's acts coordinated with the Ministry of Economic Development and the Ministry of Finance of Russia on bringing pilot programs into line with the requirements of the rules approved by resolutions Nos. 1242 and 1243.

The transfer of five state programs to the principles of project management means changing the rules for formulating their goals, the procedure for selecting projects and departmental target programs (WIP), the procedure for their financing, monitoring the achievement of goals and evaluating effectiveness.

Among the key changes NIIPPU experts note the following:

  1. As part of the pilot state programs, the design and process parts are identified.
  2. The pilot state program can have no more than 5 goals that must reflect the strategic goals of Russia's development, rely on the indicators of Russia's socio-economic development and comply with the principles of "SMART".
  3. Projects and departmental target programs as part of pilot state programs must undergo a ranking procedure in accordance with the methodological recommendations approved by the Ministry of Economic Development and Trade of the Russian Federation (Order of the Ministry of Economic Development of Russia of November 15, 2017 No. 607 "On Approving Methodological Recommendations for Ranking Projects (Programs) and Departmental Target Programs Implemented as part of certain state programs of the Russian Federation ").
  4. In the pilot state programs, the federal budget and the budgets of state extra-budgetary funds are consolidated.
  5. The Russian government approves the list of projects and the WCP that are part of the state program, as well as their goals and implementation deadlines. The powers to approve the projects themselves and the VCP are transferred to the level of co-executors and participants in the state program, which increases the flexibility of managing pilot state programs.
  6. As part of the preparation of annual reports on the implementation of pilot state programs, it will be necessary to forecast the achievement of the goals for the next year and forecast the achievement of the goals based on the results of the state program as a whole. The effectiveness of pilot state programs is assessed in accordance with the methodological recommendations approved by the Ministry of Economic Development of Russia.

Separately, it should be noted that the pilot state programs include the activities of some of the currently implemented FTP. This will allow to maintain their full funding, ensure the necessary level of control over the progress of their implementation and, in general, ensure continuity in the transition from the new management mechanism.
