For the first time, a joint meeting of the Congress of the All-Russian Public Organization "RSPP" and the All-Russian Association of Employers "RSPP" took place in an online format.

Questions about the activities of the Russian Union of Industrialists and Entrepreneurs in 2019-2020 and areas of further work were considered, the results of the Russian Business Weeks held in May-October 2020 were summed up, the winners of the Russian Union of Industrialists and Entrepreneurs for 2019 were announced: All-Russian competition “Leaders of Russian business: dynamics, responsibility, sustainability "; All-Russian competition of business journalism; Corporate Tax Awards 2020.

RSPP President Alexander Shokhin presented the main results of the RSPP's work over the past year.

He noted that the spread of coronavirus infection demanded a prompt response from both the state and business. The RSPP established a Coordination Council for Counteracting Coronavirus Infection, as well as a Situation Center.

“The anti-crisis measures promptly prepared by the Government of the Russian Federation, taking into account the proposals of the business, made it possible to prevent the worst development of events. Already in May, the assessments began to gradually improve, although they have not yet reached the pre-crisis level, ”said Alexander Shokhin.

RSPP took an active part in the preparation of the National Action Plan to ensure the restoration of employment and income of the population.

“A number of anti-crisis measures had to be adjusted already in the course of implementation due to the fact that some of the well-grounded business proposals were not immediately taken into account. For example, the resolution on subsidies from the federal budget to banks to reimburse the lost income on loans to strategic organizations (Resolution 582) at the initiative of the RUIE was amended after a number of discussions, in particular, the maximum limit was increased and the requirements for the level of revenue decline were reduced. After that, the mechanism became more accessible for strategic organizations, although not ideal. We understand that despite the difficult budgetary situation, it will be necessary to extend the most effective anti-crisis measures for at least 2021, including for the most affected industries, ”said Alexander Shokhin.

He emphasized that one of the main topics constantly in the focus of the RUIE is the development of human capital.

“Employers predict a change in the requirements for employees, which sets new tasks for the National Council under the President of the Russian Federation for Professional Qualifications. The second important trend is the massive transfer of employees, in whole or in part, to remote work. It is also necessary to complete the formation of the legal framework for maintaining information on labor activity in electronic form, on the use of other electronic documents related to labor relations - taking into account the "second wave" this is extremely in demand, "said Alexander Shokhin.

He recalled that there was an active discussion on a new rental rate in terms of mining solid minerals. The Government of the Russian Federation supported the proposal of the Russian Union of Industrialists and Entrepreneurs to not apply it to investment projects. In particular, the projects in respect of which the SZPK will be concluded will be removed from the coefficient. There is a similar agreement regarding special investment contracts and the implementation of new projects that will increase production by 10 percent or more.

Alexander Shokhin also mentioned the participation of the Russian Union of Industrialists and Entrepreneurs in creating positive changes in measures to stimulate investment activity - a federal law and the necessary by-laws were adopted to launch the mechanism of agreements on the protection and encouragement of investment, the necessary regulatory legal acts were adopted to implement the SPIC 2.0 mechanism. Taking into account the proposals of the Russian Union of Industrialists and Entrepreneurs, the procedure for obtaining support within the framework of the mechanism of corporate programs to increase competitiveness has been adjusted, in particular, support has become available to EPC contracts.

An important area of work for the RUIE is to reduce the criminal procedural pressure on business. Much has been done to improve the technical regulation system, including in the construction sector. The RUIE also continues to support responsible business practices and the promotion of sustainable development principles and considers it useful to update the Social Charter of Russian business taking into account new challenges and realities.

Summing up the results of the Russian Business Weeks, Alexander Shokhin noted that thanks to the online format, it was possible to significantly expand the audience of the forums - more than 12 thousand people took part in them, more than 600 people took part in seven forums, and in one of the sessions of the forum on digital transformation - almost 3 thousand people.

An expanded supply of vaccines for mass vaccinations against coronavirus may begin in late November and December, said Mikhail Murashko.

“We are planning a more massive delivery of vaccines in the last days of November and December, since the production cycle and quality control must be provided in full,” the minister said.

According to him, vaccination against coronavirus will be carried out taking into account medical indications, the contingents of persons who will be vaccinated with this or that vaccine will be determined.

“We see that there are certain medical indications for the use of one and the other vaccine, plus a third vaccine developed by the Chumakov Institute is undergoing clinical trials in parallel. Therefore, answering the question of how vaccination will take place: of course, taking into account medical indications. Now the additional data that we receive will allow us to clearly structure the contingents of people who will be vaccinated with this or that drug, ”said Mikhail Murashko.

According to the minister, the technological cycle for the production of a vaccine against the new coronavirus, developed by the State Scientific Center for Virology and Biotechnology "Vector" of Rospotrebnadzor, is simpler than other vaccines. “Based on the vaccine developed by Vector. It is built on a different technology, this will allow us to actually have a certain arsenal for the production of this vaccine, has a number of advantages, since the technological cycle is a little simpler. It will also be used for post-registration clinical trials, ”he said.

The minister also said that a patient with coronavirus should be sent to a hospital no later than the third day after the onset of the disease in case of ineffectiveness of outpatient therapy.

“We see that despite the fact that the course of the disease is highly manageable, problems arise in patients who arrive late in hospitals, those who have chronic diseases, especially obesity, diabetes mellitus and cardiovascular diseases. Therefore, of course, popularization of knowledge is very important. We insist that in all our documents it sounds that outpatient treatment is possible, but if the treatment is ineffective on the third day, an assessment should be made. In case of ineffectiveness of outpatient therapy, the patient should be sent to the hospital within these terms, no later, since this affects the outcomes, ”said Mikhail Murashko.

He also said that there is no talk of any reform of the compulsory health insurance system in Russia, the changes are related to bringing the existing system in line with the law.

“There is no reform of the local self-government bodies, this is some kind of exaggerated informational inflated field. Key points that are introduced: the first is the creation of a separate block of financing of federal state institutions within the framework of actually forming a four-tier system, that is, the first three levels are the level of a constituent entity of the Russian Federation, ”he said.

The second block concerns insurance companies, Mikhail Murashko said. “They worry that the funds that go to finance federal institutions do not go through insurance companies. They hadn't walked like that before. They went through territorial funds within the framework of inter-territorial settlements, and insurance companies have never taken part, ”he explained.

The minister noted that insurance companies are more worried about their income level. However, over five years the volume of financing of the CHI system increased by 42%. “Thus, the volume of financing of insurance companies, the cost of doing business, increased by 42% over this period,” he explained.

“We are absolute supporters of insurance medicine, we are in the position that it is necessary and necessary, therefore we do not see any revolutionary changes here. Simply bringing what existed into compliance within the framework of the legislation, ”concluded the head of the Ministry of Health. The head of Rospotrebnadzor Anna Popova noted that Russia is managing the situation with the coronavirus, it has not become angrier or more dangerous.

She clarified that the bulk of coronavirus cases are people aged 30 to 60 years, the highest proportion of cases among office workers.

Anna Popova explained that people have been on remote control for a long time, they still do not know how to work under conditions of restrictions. Anna Popova also admitted the likelihood that office premises are less well organized or the system of organizations is so arranged that compliance with all sanitary requirements leaves much to be desired.

Anna Popova said that if the anti-epidemic requirements are met, nothing will have to change drastically, as well as take measures to block it.

“Today I want to address the business with the fact that everything is in our hands ... if the requirements are met and if people are ... in masks, then nothing will need to be fundamentally changed. There will be a seasonal rise, as it should be, the same as there is a seasonal rise in parainfluenza, rhinovirus, adenovirus and influenza ... and there will be no need to take any blocking or separation measures, ”said Anna Popova.

She also asked the business to organize self-control, since one violator in one area jeopardizes the entire industry: an increase in the incidence of diseases in the enterprise can lead to the adoption of measures against the entire industry or market segment.
