August 26, 2021 at the invitation of the Analytical Center for the Government of the Russian Federation, Niyaz Vezirov, Director of NIIKPU, took part in the discussion “Modern Russian technologies as a driver of regional development”.

They discussed the attraction of resources to the implementation of strategic initiatives and advanced regional practices that contribute to the solution of the tasks set by the Government of Russia.

During his speech, Niyaz Vezirov spoke about the directions and methods of implementing investment projects in the regions through the mechanism of public-private partnership: “Such a powerful development of digital infrastructure, of course, imposes an additional burden on budgets of all levels. At the same time, digital transformation generates not only responsibilities and burdens on the state, but also brings additional opportunities for business, for example, as a result of the development and provision of new IT infrastructure services. Therefore, it is extremely important to develop such mechanisms that ensure the attraction of business to the field of information technology.

It is in the synergy of business and the state in the creation of new technologies or the development of existing ones that the key to successful, mutually beneficial processes of informatization of all spheres of life consists.

Today, one of the most effective mechanisms for attracting long-term investments in such capital-intensive projects is public-private partnership: after all, within the perimeter of relations between the state and the investor who has entered into such agreements is not only the successful creation of a product, its launch, but also its further functioning and development ... Thus, the investor is directly interested in the quality of the infrastructure he has created, ensuring its long-term operation. At the same time, the state has legal grounds to support these projects, which makes the mechanism of agreements economically mutually beneficial. "

During the discussion, Alexander Trokhin, vice president of the Sitronics Group for information, telecommunications and hardware solutions, spoke about the localization of IT equipment in Russia and plans to produce servers under the Sitronics own trademark in Novosibirsk.

Pavel Chebotarev, director for sectoral areas of ANO Digital Economy, spoke about projects in the field of digital economy, as well as measures of their support from the state.

The head of the RuArena project, Daniil Elizarov, presented a project to create services for the digitalization of sports facilities for the regions.

Irina Bagdasaryan, Deputy Director for Master's Degree at the Institute of Business Process Management of the Siberian Federal University, emphasized the importance of interaction between government, business and education in training personnel for solving new problems of the economy, including in the field of digital technologies.

Pavel Evtyunin, Deputy Director of the State Treasury Institution of the Volgograd Region "Safe Region" - Head of the Regional Competence Center "Smart City", informed about the work of the Center and projects in the Volgograd Region.
