23.12.2020 Director of NIIKPU took part in the final meeting of the RSPP Committee on Digital Economy, which was chaired by the Chairman of the Committee, President of Rostelecom Mikhail Oseevsky.

He noted that at the site of the RSPP Committee on the Digital Economy in the new year, work will continue on the formation of proposals for creating the necessary conditions and eliminating existing restrictions for the digital transformation of economic sectors.

Almost 100 legislative initiatives were considered by committee members in 2020.

“Traditionally, we will pay considerable attention next year to the issues of eliminating existing restrictions on the development of public-private partnership mechanisms. The plans for this year are to place special emphasis on the use of domestic equipment and software in the implementation of PPP projects, as well as to formulate proposals for methodological recommendations on attracting private investment in regional projects. We will also continue to work in the direction of software import substitution. A working group specially created for this purpose at the Committee's site will continue to develop the direction of creating mechanisms for digital transformation of state-owned companies in terms of import substitution, including to reduce barriers to established quotas for the purchase of domestic equipment, "said Mikhail Oseevsky.

“On our site this year, the topical issue of digital transformation of large manufacturing companies using promising technologies of fifth generation mobile networks in Russia has been repeatedly raised. In this regard, in 2021 we plan to carry out a large amount of work in this area. To combine the competencies of telecommunications market players, manufacturers and developers of domestic solutions, in November 2020, the Roadmap for the development of the high-tech region "Mobile communication networks of the fifth generation" was approved in the Russian Federation, prepared under the agreement between Rostelecom and the government of the Russian Federation. Despite the fact that 2020 was the year of large-scale launches of 5G networks in the world, in Russia their global deployment is planned only in 2024 and on the basis of domestic equipment, ”he concluded.

Vice-President of the Russian Union of Industrialists and Entrepreneurs Sergey Mytenkov noted that the past year has become the year of large-scale launches of 5G networks in the world, in Russia their global deployment is planned only in 2024 and based on domestic equipment. Until the launch of commercial communication networks, key consumers (businesses in various industries) can start looking for industrial, industrial solutions. Support for the development of digital services based on 5G networks is carried out in the interests of the domestic economy. This implies government support measures for the development of the digital services market based on fifth generation communication networks; creation of industrial landfills; the use of domestic equipment.

Head of the Working Group on Import Substitution, Director of the Competence Center for Import Substitution in ICT Ilya Massukh, Senior Vice President of Rostelecom for Information Technologies Kirill Menshov, Director of the Information Department technologies of the state corporation "Rosatom" Evgeny Abakumov and Head of the Working Group on the development of mechanisms for public-private partnership agreements and concession agreements in the field of information technology, Director of the Federal State Budgetary Institution Research Institute "Voskhod" Andrey Badalov.
