On November 18, 2020, NIIKPU experts took part in the online conference "The Practice of Project Management Application" held by the Analytical Center for the Government of the Russian Federation, which traditionally concludes the Project Olympus competition for professional project management. In 2020, the competition was held for the 7th time. The head of the Analytical Center Konstantin Kalinin opened the conference.

“This year, when all of humanity is faced with a pandemic, there has been a growing demand for new practical approaches and solutions that allow us to quickly adapt to new challenges and not lose efficiency in a rapidly changing world. And here you can't do without the basics of project management. It is rightfully becoming one of the basic elements in the foundation of effective management of the implementation of large-scale tasks. This is especially important for our country in the context of the implementation of national projects, ”said Konstantin Kalinin in his welcoming speech.

Representatives of regional authorities and large state-owned companies took part in the plenary discussion "Synergy of modern management methods as a driver for achieving national goals". The participants talked about the unity of approaches in project management, how different types of management are simultaneously introduced and developed, how synergy helps project management and how development strategies are transformed.

The Leningrad Region was one of the first to change the format of the strategy, turning a traditional multi-page work into a capacious document. “In major strategies developed by the regions, goals are set for a fairly long period - sometimes 20-30 years, but in a rapidly changing environment it is necessary to adjust the ways to achieve them,” said Vice Governor of the Leningrad Region Dmitry Yalov.

He believes that the most important stage of work is the stage of strategy formation, when all participants think over the directions of development, select tools for achieving goals, and determine priorities. Such work cannot be completely entrusted to consultants, Yalov is sure. “Consultants can help in collecting analytics, moderating the discussion process, but it is the one who will eventually implement it who can and should draw a conclusion from this work, that is, it is the one who will ultimately implement it to determine the development strategy,” he stressed. It is equally important to determine the priority directions of the strategy, often overcoming the resistance of a large number of stakeholders, each of whom is sure that his direction is a priority.

The Belgorod Region is one of the pioneers and leaders in project management. The chairman of the regional duma Olga Pavlova named the TOP-3 management technologies. This is project and lean management, as well as the formation of a digital culture. “The model of today's management in the Belgorod region is the synergy of project and lean management,” said the speaker. According to her, over the past 10 years, different approaches have been used, all technologies and tools have been tested, the most well-proven ones have been selected, but all this would have been impossible without a project culture.

In the region, a KPI system has been created for all employees of both regional and municipal authorities, an effective model of moral and material motivation operates, there is a tendency to change the consciousness of civil servants, 100% of whom are involved in project activities. Pavlova shared figures demonstrating the effectiveness of such work.

ROSATOM State Corporation is an example of the implementation of management technologies not only in Russia, but also in the world. Rosatom project director Konstantin Grabelnikov said that the production system had been "grown" for 12 years on the basis of its own developments with the involvement of advanced experience from both Western and Eastern countries. Today, the core of the production system is Lean Management. Grabelnikov believes that all state-owned companies will definitely come to him, otherwise they simply will not survive.

According to Grabelnikov, all advanced borrowings must be adapted to existing realities and implemented, improving, and not breaking the management system. “We do not believe that the documents of the Soviet period are something backward,” the speaker said. “The best has remained and is still operating in Rosatom using the best foreign samples processed to our values”.

Alexey Orlov, Chairman of the Government of the Sverdlovsk Region, spoke about the development of the competencies of the management staff. In the region in 2014 there is a project "School of Mayors", which develops strategic thinking and provides modern management skills. So, for example, in the mode of brainstorming meetings of the governor with the heads of municipalities on the implementation of national projects and national goals are held. Teamwork not only trains managerial skills, but also allows heads of small entities to understand and change attitudes towards their work from broader national and strategic positions. Personal responsibility is provided for achieving the target parameters of regional projects.

The constant development of competencies is an important trend in the region, since, according to Orlov, human resource management is the basis of economic growth. To exchange experience, managers participate in competitions, educational programs and discussions at interregional platforms. “All our work is aimed at improving the quality of life of citizens and developing the economy,” concluded Orlov.

A comprehensive regional management system has been built in the Sakhalin Oblast, which integrates various project management practices. Vyacheslav Alenkov, Deputy Prime Minister of the Sakhalin Region, spoke about it in more detail. Thus, a situation center (SDG) functions in the region, where typical problems, development tasks are solved and citizens' appeals are processed. The regional government is working to optimize processes, apply lean technologies and is engaged in the digital transformation of public administration. “We must always start with process optimization,” explained Alenkov. - All authorities have tasks to optimize and increase labor productivity. In 60% of cases, lean technologies lead to digital transformation. " He added that all members of the government, including the governor, have established KPIs, which are monitored monthly.

Deputy Prime Minister of the Republic of Sakha (Yakutia) Sergey Mestnikov said that the transition to project management was associated with the need to implement the goals of the republic's development strategy, which was approved at the legislative level until 2050.

Now the whole system of state administration is being revised in the republic. For this, an inter-level laboratory of public administration was created. The Ministry of Property Relations was a pilot project. They carried out an inventory of 100% of business processes. “As a result, 62 processes were optimized, 4% of the processes were proposed to be excluded, 2% were redistributed between other departments,” Mestnikov said. - The time for the implementation of processes has been reduced by 30%. The competences were redistributed among the employees of the ministry. The number of documents decreased by 42%. The structure of the ministry has been rebuilt for the management team. " Starting next year, process management will be implemented in all executive authorities of Yakutia. The modernization of the state apparatus will last until 2024.

In the government of Sevastopol, a department of priority projects was formed to implement strategic goals, said Maria Litovko, Deputy Governor - Prime Minister of Sevastopol. The powers of the head of priority projects are enshrined in a government decree. This, according to Litovko, made it possible to solve one of the key problems of state structures - the lack of personnel. Officials no longer have to combine the main and project activities within one government agency. “This practice is applicable to any public sector projects in any government agency,” the expert noted.

Summing up the results of the conference, Advisor to the Head of the Analytical Center Pavel Shestopalov noted that all developments in the field of management disciplines are applicable to state authorities, however, strategic management is most often used, which helps to realize the main goals of the regions, project management as the main tool for implementing strategy and lean management, which allows ensure the stable operation of the entire state apparatus. Also, more and more often digital technologies are used in state authorities, the expert added. “We need to look for synergy in these four disciplines,” he summed up.
