On October 14, 2020, as part of the Russian Business Weeks, the director of NIIKPU took part in the Forum on Digital Transformation, organized by the RSPP Committee on Digital Transformation and Rostelecom. The main topic of the forum, which was held in an online format, was the implementation of fifth generation mobile networks and their impact on industries and business efficiency.

The heads of the largest Russian companies shared their vision and results of digital transformation in various sectors of the economy, including the automotive industry, power generation, logistics and others.

President of the Russian Union of Industrialists and Entrepreneurs Alexander Shokhin noted in his opening remarks that digitalization of the modern economy is a tough requirement of the times, which marks a revision of previously established stereotypes and dogmas regarding the management of the state, the economy, production and the social sphere.

“At the registration stage, we traditionally conduct a survey of the participants of the Russian Business Week on the agenda. According to the results of the current survey, 53% of participants are already considering using 5G technology in their business, and 38% believe that there is not enough information yet to make a decision. 55% of the respondents believe that enterprises are ready and need to introduce new digital technologies now, 25% are sure that Russian business is lagging far behind the western one and will become uncompetitive without a speedy digital transformation. The greatest impact of the new generation communication network will have on industry (24%), trade (16%), education 15%), healthcare (14%), entertainment industry (13%), housing and communal services (10%), geological exploration (8%). It is important to note that the next generation of mobile network technologies has evolved based on business expectations and requirements. We have high hopes for the implementation of 5G networks, which are designed to play a role in accelerating economic growth, increasing the competitiveness of business and the country as a whole, ”said Alexander Shokhin.

Commenting on the figures given by the president of the Russian Union of Industrialists and Entrepreneurs, the chairman of the Skolkovo Foundation, Arkady Dvorkovich, noted that it is difficult to judge the full picture before the final introduction of the appropriate technologies.

Speaking about what is being done at Skolkovo in the field of 5G networks development, the chairman of the fund said: on the basis of Skolkovo, the relevant competencies have been formed. Thus, together with Skoltech, a pilot zone for the introduction of 5G technologies from MTS is being created. When creating equipment for 5G networks, Skolkovo cooperates not only with Russian (Rostec), but also foreign companies, such as Nokia and Huawei. "All of them are present at the Skolkovo site and actively interact with Skoltech," said the chairman of the fund.

In addition, according to him, work continues on the creation of a concept for a pilot test site with Rostelecom. Arkady Dvorkovich also recalled the scientific research and educational programs being conducted at Skolkovo, which will prepare a new generation of professionals for the development and application of 5G technologies.

Chairman of the RSPP Committee on the Digital Economy, President of Rostelecom Mikhail Oseevsky warned that most of the European part of Russia may be left without 5G communications due to the fact that the use of radio frequencies allocated for the development of this technology requires permission from neighboring states in the border zones for distance of 300 km from the border.

According to Mikhail Oseevsky, given this range, difficulties may arise for the development of 5G in Russia.

"The 4.8 GHz plus or minus band is not the main one in the world. But today in Russia this range has been determined, so today we can draw conclusions about how 5G will develop. Today, friend or foe warning systems for aircraft operate in this range. and for the deployment of 5G in this range in border areas at a distance of 300 kilometers from the border, permission from neighboring states is required, "said the head of Rostelecom.

"Since NATO aircraft warning systems operate in these ranges, we, of course, will not receive such a decision from those states that are part of this bloc, just as we will not receive it from Ukraine. Therefore, today it is clear that in the zone 300 kilometers from the western borders , and next to Turkey, most of our European territory will not be covered by 5G, and this zone extends almost to Moscow, nothing can be built in St. Petersburg. This, of course, is a very significant minus that we must take into account, "explained Mikhail Oseevsky.

In addition, the head of Rostelecom pointed out, the deployment of networks in this range will require more funds. "For 5G to work in the 4.8-4.9 GHz range, you need to install more base stations - the higher the range, the more stations you need to install. Therefore, the creation of 5G in this range will require much larger investments, which will need to be taken into account in further work." , - Mikhail Oseevsky explained.

Minister of Digital Development, Communications and Mass Media of the Russian Federation Maksut Shadayev noted that digital transformation is included in the five main national development goals, which indicates the highest priority of this area at the country level.

“Now our number one task is to ensure the involvement of users of the public services portal ecosystem in interaction with business in the shortest possible time. We are talking about the conclusion of transactions, the signing of contracts with commercial companies. Business will benefit from this process in the near future. It is also important to enable businesses to store documents in electronic form and provide them in the same form at the request of regulatory authorities, thus minimizing costs. The interaction of the state, business and people must be rebuilt, ”Maksut Shadayev said.

Maxim Akimov, General Director of Russian Post, dwelled on the prospects for introducing virtual technologies into the consumption system.

“With the changing consumption patterns, we will see rapid growth and changes in customer preferences. We expect e-commerce to grow at a pace that is well above the economy and income, eating off a significant chunk of offline retail. For the post office now it is more than one and a half billion units (parcels - editor's note) per year. Perspectives are consumption virtualization. For example, this year we launched a product showcase by connecting to all marketplaces in our application, ”said Maxim Akimov.

President of ER-Telecom Holding Andrei Kuzyaev noted that the widespread introduction of 5G technologies will require a significant infrastructure upgrade.

“There should be a completely different quality of the network, which would guarantee us uninterrupted communication even during peak loads. For this, we need a three to fourfold increase in investments in the company's infrastructure. This must be done in a short time, otherwise we will not be able to meet the needs that the market puts forward for us, "said the President of ER-Telecom Holding.

In this regard, we consider it a very important task in the near future to deploy industry testing grounds for testing and finalizing applied digital services based on 5G. We have agreed on cooperation with the Skolkovo Foundation in this direction. Polygons should be created for enterprises from different industries to show how 5G will change production and business processes, supplier-customer interaction, how to increase labor productivity, where new sources of growth and profit are.
