September 2, 2020 Director of NIIKPU took part in the meeting of the Government of the Republic of Tatarstan "On the implementation of the state program" Energy conservation and energy efficiency in the Republic of Tatarstan "based on the results of 2019 and tasks for 2020", which was held within the framework of the Tatarstan Petrochemical Forum.

The meeting was attended by the President of the Republic of Tatarstan Rustam Minnikhanov, Deputy Minister of Energy of the Russian Federation Anton Inyutsin, representatives of a number of ministries and energy companies of the republic. The meeting was chaired by the Prime Minister of the Republic of Tatarstan Alexey Pesoshin. The event took place at the site of the Kazan Expo exhibition complex.

Rustam Minnikhanov noted that the topic of energy efficiency is one of the priorities and concerns all sectors of the economy. Over the past 4 years, the GRP energy intensity has been decreasing by less than 1% annually. The President of the Republic of Tatarstan stressed that this does not correspond to the capabilities of the republic, and instructed to analyze the situation in all sectors. “We need to look at the topic of ineffective boiler houses, switch to combined generation. Develop individual heating wherever possible, ”he said.

The President of the Republic of Tatarstan recalled that in 2011-2014 federal funds were provided to the regions to co-finance energy efficiency programs. Addressing the leadership of the Ministry of Energy of the Russian Federation, the President of Tatarstan urged to consider the issue of restoring this support.

According to Rustam Minnikhanov, ministries and municipalities should have programs to improve energy efficiency. “It is necessary to actively use the mechanisms of energy service contracts. For example, in street lighting, LED lamps make up only 28%. Here we are in 21st place in Russia. Attention should be paid to this, ”the President of the Republic of Tatarstan stressed.

Today, energy service contracts have been concluded only in 22 municipal districts. Rustam Minnikhanov drew attention to the need to include in this work all municipalities, especially Naberezhnye Chelny, where this mechanism is not used.

The President of Tatarstan thanked the Federal Government and the Ministry of Energy for their support in the modernization project of the Zainsk SDPP. At the same time, the issue of modernization of one of the largest thermal power plants - Naberezhnye Chelninskaya CHPP remains relevant.

As for the power grids, there are cases when municipalities allocate land plots without taking into account the protection zones of power facilities. “Land plots are allocated, houses are built, and then these people suffer. Then you can't remove the line, there are security zones. This case must be fought hard, ”said Rustam Minnikhanov.

An important area is the digitalization of housing and communal services. The President of the Republic of Tatarstan noted that new houses should be equipped with intelligent metering devices and gas analyzers.

Rustam Minnikhanov also added that the gas engine fuel market is actively developing in the republic. New gas filling stations are opening, enterprises are converting their vehicle fleet to methane. New directions are being implemented. Thus, the Zelenodolsk Shipyard launched the first in Russia river passenger vessel on liquefied natural gas - "Chaika-LNG".

The President of the Republic of Tatarstan has identified the implementation of a project to build a plant for the production of liquefied natural gas as the most important task.

The main report during the meeting was made by the Deputy Prime Minister of the Republic of Tatarstan - Minister of Industry and Trade of the Republic of Tatarstan Albert Karimov. He said that the energy intensity of the republic's gross regional product decreased by 0.7% compared to the level of 2018. The decrease as compared to 2007 was 24.5%. The technological factor, namely the development and implementation of modern energy-saving technologies, was identified as the key driver for reducing energy intensity.

The Minister noted that, taking into account the structure of the Tatarstan economy, in order to improve energy efficiency, it is important to implement investment projects aimed at modernizing production facilities in the real sector of the economy, primarily in the manufacturing and energy sectors.

The industry accounts for about 20% of all consumed energy resources. A decrease in energy intensity is provided in the fuel, light and woodworking industries. Among the enterprises, effective work to reduce energy intensity was carried out at Kazanorgsintez, KMPO, and Vakuumash.

Separately, the minister dwelled on the topic of energy service contracts. If in 2018 in the republic 36 contracts were concluded for 312 million rubles, then for 8 months of 2020 - 11 contracts for 391 million rubles. The qualitative leap is due to the fact that more contracts are concluded for the modernization of street lighting, which provide the greatest energy savings. The total number of concluded energy service contracts in the public sector is 75 for a total amount of almost 1.5 billion rubles. The implementation of energy service contracts made it possible to save more than 340 million rubles in the public sector over 6 years.

Albert Karimov noted that energy in Tatarstan accounts for more than 70% of the total consumption. In terms of electricity consumption, the republic ranks first among the regions of the Volga Federal District. In 2019, consumption amounted to 30.6 billion kWh. At the same time, 28.9 billion kWh were generated. Thanks to the implemented projects for the commissioning of new energy capacities over the past 2 years, it was possible to significantly reduce the volume of electricity supplied outside the republic.

The head of the Ministry of Industry and Trade of the Republic of Tatarstan noted that in order to increase the level of energy efficiency of stations, it is necessary to continue work on updating the generating capacities of the republic. In particular, it is planned to build a combined cycle plant with a capacity of 850 MW at the Zainsk SDPP.

At the end of the meeting, the winners of the republican competitions in the field of energy conservation and energy efficiency were awarded.

It should be reminded that at the moment, the NIIKPU project portfolio includes a number of completed projects related to the promising topic of NGV fuel, in particular, LNG. Based on the accumulated experience, an active study of new initiatives for the development of small and medium-sized LNG production and marketing is underway in accordance with the tasks set by the President of the Russian Federation V.V. Putin, to increase the share of LNG in the energy balance of regions, in particular, in the Republic of Tatarstan.
