On July 15, 2020 NIIKPU experts took part in the energy forum “Russian Electric Power Industry. Coping with the consequences of the pandemic ”, held within the framework of the Russian Business Week.

The forum assessed the consequences of the pandemic and further prospects for the development of the electric power industry.

The forum moderator, chairman of the supervisory board of the Energy Producers Council Association, Alexandra Panina, noted that the coronavirus pandemic and the global recession that unfolded in the spring of 2020 had a significant impact on the working conditions of the energy industries.

In the Russian electric power industry, COVID-19 led to the emergence of negative trends and risks: a decline in demand from a number of consumers who reduced output or stopped production during the period of restrictive measures, a fall in electricity prices, an increase in non-payments, and a reduction in investment programs.

According to the Ministry of Energy of the Russian Federation, the greatest decrease in electricity consumption was shown by mechanical engineering, metallurgy, railway transport, as well as small and medium-sized businesses.

According to various estimates of companies, the expert community and government officials, changes in demand and prices for electricity by the end of the current year will be at least 3%.

Pavel Zavalny, Chairman of the Energy Committee of the State Duma of the Russian Federation, emphasized in his speech that if the economic mechanisms of COMMOD are not working, specific requirements for the efficiency and energy efficiency of steam power and combined cycle gas plants, requirements for localization, and compliance of BAT projects should be fixed in the selection rules.

“Any crisis is a cold shower for the industry. It instantly identifies "weaknesses" that were not so noticeable in a relatively prosperous period, "said Pavel Zavalny.

According to him, attracting investments in the electric power industry, its modernization, increasing the efficiency of work were the main goals of the industry reform. However, as a result of all the transformations, in a situation where competition in the wholesale market is limited by various kinds of artificial mechanisms, such as crossroads and CDAs, and today it is less than 50%, and there is no competition in the retail electricity market, the industry has been largely deprived of a market predictability and investment attractiveness.

“In fact, the recognition of the fact that generation is not interested in investment can be considered that after the CSA program, which allowed to renew about 15% of the total installed power generation capacity and is now mostly completed, we had to start CSA - a stroke, to introduce COMMOD. This is the only way to guarantee investors a return on part of their investment in modernization, ”stressed Pavel Zavalny.

At the same time, the results of the qualifications passed under the program for the modernization of thermal generation clearly demonstrate that so far, genuine modernization has not been obtained. The principle of selection is based on the criterion of cheapness, not efficiency, and, in fact, the extended overhaul wins. The only truly market-based modernization project - the second block of the Zainsk SDPP - was included in the program in fact on the direct instructions of the President of Russia.

“You need to understand that if you do not reconfigure the COMMOD mechanism, then the DPM-stroke program will only extend the life of large traditional power plants, but will not bring any new technologies or efficiency gains to the electric power industry, and will only reduce interest in high-tech investments in generation. At the end of the program, you can get not an increase, but a decrease in the reliability and efficiency of generation, since by 2035-2040 the industry will have even more now completely technologically outdated equipment, ”said Pavel Zavalny.

The head of the NP Market Council Association Maxim Bystrov in his report paid attention to payment discipline in the energy services market.

“Payment discipline in the wholesale market has decreased very slightly when compared with the model year 2019, approximately, if in half a year - by 0.4%, if in the second quarter, the most difficult so far - by 0.6% compared to last year. In general, the wholesale market held its own. Only our traditional defaulters had non-payments, let me remind you: the North Caucasus, Kalmykia, Tyva, Volgograd, ”he said.

“Retail also, in general, did not show us any dramatic reductions. There were, of course, failures related to the 424th resolution, for certain groups of consumers - these are housing and communal services, these are management companies. But in general, I must say that the calculations, for example, in May at retail, in general, if we take both ESCs and SOEs (energy sales companies and guaranteeing suppliers - ed.), Were better than in May 2019, "added Maxim Bystrov.

Mikhail Khardikov, General Director of Eurosibenergo, assessed the costs associated with protecting employees amid the coronavirus pandemic.

“With regard to Eurosibenergo specifically, we calculated for 2020 our forecast for an increase in costs in terms of protecting personnel with personal protective equipment, in terms of isolated watches, which we switched to at the very peak of the pandemic, they will amount to about 1 billion rubles. This is quite a significant amount, while we do not see a single mechanism that could compensate for this, ”said Mikhail Khardikov.

The company proposes "to provide for the gradual compensation of these costs through tariff regulation."

In addition, Mikhail Khardikov believes that it is necessary to revise the limits on reimbursement of expenses for the protection of personnel from the social insurance fund - to increase them this year to 100% of the company's insurance contributions from 20%.

Valery Seleznev, First Deputy Chairman of the State Duma Committee on Energy, also raised the issue of non-payments in his speech and proposed measures to combat non-payments for the use of power grids.

“It would be advisable to start working out targeted support measures in order to prevent non-payments. Let's take as a base those who lost income during the pandemic, we have 6% of the entire workforce. We will work out targeted support, and not issue indulgences for non-payments, ”he said.

Stefan Zvegintsov, General Director of Enel Russia, named the main drivers of the industry's growth.

“It's time to think about what's next. We believe that renewable energy, digitalization and infrastructure development should serve as drivers of growth that can support the Russian economy, ”he said.

Svetlana Nikonova, Director of the Housing and Utilities Development Department of the Ministry of Construction of Russia, said that the Russian government would discuss the possibility of lifting the moratorium on charging fines for non-payment of utility bills as the epidemiological situation in the regions stabilizes. It is too early to talk about this.

“As for the revision of the decisions made, now in a number of regions the situation is not completely normalized. Therefore, it is still premature, in our opinion, to talk about the abolition of special regimes. But I want to note that this is a government decision, it will be discussed at the government's platform as the epidemiological situation in the regions of Russia stabilizes, ”said Svetlana Nikonova.

She said that according to the latest reporting data from the regions of Russia, in May, the overall level of payments for housing and communal services is 92.5% in the country, which is only 4% less than in the same period last year. “Our citizens, despite their own problems and the impact of the pandemic on employment and incomes of citizens, do not reduce the level of responsibility for the timely payment of utilities,” said the representative of the Ministry of Construction.

Moreover, in May, more than 20 regions showed the level of payments over 100%. “This means that the failure that was in April begins to catch up, respectively, as the situation in the regions recovers, the situation with the continuation of the work of enterprises, the population pays its debts for April and May for utilities,” explained Svetlana Nikonova.

First Deputy General Director of JSC Tatenergo Airat Sabirzanov said that thermal generation suffered more during the crisis than other types of generation. The crisis revealed the inefficiency of a number of stations and the need for an early modernization with an emphasis on the criteria for the efficiency and energy efficiency of installations, localization requirements, compliance of BAT projects.

Deputy Minister of Energy of the Russian Federation Yuri Manevich noted that the consumption of electricity in the unified energy system of Russia since the beginning of the self-isolation regime has decreased by 3.2%.

“On average, consumption has fallen by 3.2% since the start of the self-isolation regime,” he said.

The Ministry of Energy clarified that we are talking about consumption in the UES of Russia.

The forum was also attended by President of Rusenergosbyt Mikhail Andronov, Vice President for Energy of PJSC NLMK Sergey Chebotarev, General Director of Quadra Company Semyon Sazonov and others.

The participants in the discussion came to the general conclusion that the consequences of the pandemic for the Russian power industry could be significant. Large-scale long-term investment programs (construction, modernization, digitalization programs) were planned on the basis of sustainable demand for electricity and economic growth of 1-3% per year.

During the pandemic, generators ensured uninterrupted power production, despite serious difficulties caused by the imposition of quarantines at factories and complex procedures for testing for coronavirus.

It was also noted that the risk of collapsing payments in the Russian Federation for energy resources during the coronavirus pandemic did not materialize thanks to measures to support consumers, especially low-income categories and small businesses, as well as the introduction of online technologies in the power industry.
