05/27/2020 Director of NIIKPU took part in an expert session with investors in the field of public-private partnership (PPP) and concessions in the field of information technology (IT). The event was organized by Voskhod Scientific Research Institute - the head of the Working Group on the development of mechanisms for PPP agreements and concession agreements in the IT sector under the RSPP Committee on Digital Economy. The participants were representatives of the banking sector and potential investors.

The meeting addressed issues related to the difficulties of attracting equity and debt financing for PPP projects and concession projects in the field of IT. Proposals to address a similar problem came from donors at a previous meeting. In their opinion, not all the points that concern potential investors were taken into account, so that in the future they could be full and active participants in such projects.

“At the moment, our main task is to fix and accumulate the identified problems that arise when financing PPP projects in the field of IT. In the future, with your help, we will describe the options for solving them. The result of our work with you will be sent to the leading regulators in the field of PPP and in the IT sector - to the Ministry of Communications of Russia and the Ministry of Economic Development of Russia to form a collection of questions and answers on the basis of them in the form of methodological recommendations, ”the head of the Investment Development Center and the state told the participants of the online session private partnership in the digital economy Nadezhda Kostryukova.

The most common question asked by investors: how to confirm the costs of supporting the project before its financial closure, as well as offset them in the form of an investor's contribution to the project? The problem is relevant for the investor, in determining the structure of financing, and for the grantor or the public side when taking into account project costs.

Another important issue that was discussed by the participants of the online meeting is the lack of a unified methodology for assessing the cost of creating an information system. Currently, it is impossible to correctly predict the cost of the project in the absence of analogues.

The third question was the difficulty in predicting operating costs when creating PPP projects: how to correctly assess the costs of putting an information system (IP) into operation and connecting users in the first periods of operation? And also how to predict the costs of modifying the created IP?

In addition, the expert community and investors are concerned about the problem of forecasting the revenue side of a PPP project and a concession project in the field of IT. For example, how to correctly predict income in the absence of analogues? How to justify the level of loading of IP or how to determine the number of transactions in the IP? And in what cases is marketing research necessary?

Also, participants in the online meeting discussed issues related to the creation and operation of information systems. Such as: determining the criteria for choosing a technical consultant; expenses for payment of services of third parties not provided for by the concession agreement or the PPP agreement; bonuses for developers ahead of the deadlines for creating IP; IT facility insurance and others.

Following the discussion, the experts agreed to combine all the proposals voiced and, based on them, form a letter to the Ministry of Communications of Russia and the Ministry of Economic Development of Russia to initiate consideration of approaches to improve the legislative regulation and methodological base to create conditions conducive to the growth of PPP and concession projects in the IT field and to simplify the process of attracting financing for such projects.

In the second part of the meeting of the Working Group, the participants discussed specific proposals for amendments to the legislation on concession agreements and PPP agreements formulated by the Center for the Development of Investments and PPPs in the digital economy based on a consolidated position on the main problematic issues prepared in the framework of the previous meeting. The initiative was welcomed by the participants in the working group, but the need was noted for some adjustments, as well as the synchronization of proposals with the work already being done by the Ministry of Economic Development of Russia in order to improve regulation of the PPP industry. The results of the discussion of the proposed bill, taking into account the proposals of experts to finalize the wording, are also planned to be sent for consideration to the Ministry of Communications of Russia and the Ministry of Economic Development of Russia.
