The Chairman of the Supervisory Board and the Director of NIIKPU became part of the Working Group on the development of mechanisms for public-private partnership agreements and concession agreements in the field of information technology under the RSPP Committee on Digital Economy.

Recall that the inaugural meeting of the created Working Group took place on 02/26/2020 at the site of the RSPP Committee on Digital Economy.

Head of the Working Group, Director of the FSBI Research Institute "Voskhod" A.Yu. Badalov made a welcoming speech and a report “On key areas of work of the Working Group on the development of mechanisms for public-private partnership agreements and concession agreements in the field of information technology under the RSPP Committee on Digital Economy for 2020”.

Deputy Head of the Working Group, Head of the Project Office for the implementation of the national program “Digital Economy of the Russian Federation” V.R. Mesropyan announced a consolidated position on removing legislative barriers and risks of structuring and implementing infrastructure projects of the digital economy according to models of public-private partnership agreements and concession agreements. The Executive Secretary of the Working Group, the Head of the Center for the Development of Investments and Public-Private Partnerships in the Digital Economy of the Federal State Budgetary Institution spoke about the key areas of work of the Working Group on the development of mechanisms for public-private partnership agreements and concession agreements in the field of information technologies at the RSPP Committee on Digital Economy for 2020 Research Institute "Sunrise" N.S. Kostryukova.

During the discussion, the meeting participants discussed a consolidated position, including proposals on removing legislative barriers and risks of structuring and implementing infrastructure projects of the digital economy according to models of public-private partnership and concession agreements, drew particular attention to the problem of legal uncertainty regarding the possibility of concluding concession agreements in regarding IT facilities at the municipal level, came to the conclusion that it is necessary to conduct a comprehensive assessment of investor interest invest in municipal projects and the possible lack of investment attractiveness of such projects.

The meeting was attended by interested representatives of the Committee and the Commission of the Russian Union of Industrialists and Entrepreneurs, as well as the Federal State Institution Research Institute Voskhod, Rostec State Corporation, Rostelecom PJSC, VEB Infrastructure JSC, Sberbank PJSC, Bank GPB (JSC), Deloitte Consulting LLC and other experts from leading Russian and foreign companies.

Based on the results of the meeting, it was decided to supplement the work plan of the Working Group for 2020, taking into account the proposals voiced for holding an expert session in March with the participation of potential investors in public-private partnership and IT concession projects. To finalize the consolidated position of the Working Group and agree in the prescribed manner for subsequent referral to the Ministry of Digital Development, Telecommunications and Mass Media of the Russian Federation.
