In order to implement the Action Plan of the federal project “Normative regulation of the digital environment” of the national program “Digital Economy of the Russian Federation”, amendments were made to the fundamental national standards of the Russian Federation, as well as related standardization rules and recommendations for standardization in terms of simplifying the development of standardization documents.

In this regard, as part of the work of the technical committee for standardization “Intellectual Property”, TK-481 NII KPU made proposals for the GOST-R project “Standardization in the Russian Federation. Rules for the development, approval, updating, amendment, suspension and cancellation ”prepared by the Federal State Unitary Enterprise“ Standardinform ”.

The draft standard was developed instead of GOST-R 1.2-2016 in order to optimize the development of national standards, to ensure the effective use of standardization tools, including the phased conversion of standards to modern electronic formats that allow the use of “smart” machine-readable standardization documents in digital design and production.

In addition, the draft of this standard establishes the rules for the development and approval of national standards of the Russian Federation (hereinafter - the national standard), the work on their updating (making changes or revisions) and amendments, as well as the rules for suspending and repealing national standards.

Recall that the Institute since 2016. is a member of TK-481. TK-481 is a permanent body that ensures the development, approval, examination and preparation for approval of regulatory documents for standardization in the field of intellectual property. TK-481 develops promising standardization programs, proposals for annual national standardization programs, taking into account the results of research, development and design work, the results of patent research and other information on the achievements of domestic and foreign science and technology.

The goals of TK-481 are the organization and conduct of work on national, regional and international standardization, increasing their effectiveness in the field of intellectual property, as well as the development of a strategy in the field of standardization, certification and metrology in the field of intellectual property. In addition to the main goals, TK-481 is designed to solve the problems of promoting the improvement of standardization work at the national and international levels; preparation of recommendations for the development of regulatory documents harmonized with the requirements of international standards; to change existing standards or to cancel them; on the use of standards of leading foreign countries and firms in order to solve the problems of creating an intellectual property market, stimulating it, improving the system of state control and management in this area.
