On October 1, as part of the V Strategic Forum “Transport Infrastructure of Russia”, NII KPU experts took part in the plenary session “PPP in Transport. Launching regional projects on the way to achieving national goals. ” The discussion was moderated by Pavel Seleznev, Chairman of the Board of the National PPP Center and Chairman of the Board of Directors of Avtodor-Invest.

The main topic of the session was the investment component of a comprehensive development plan for the main infrastructure, in particular, the implementation of PPP projects. Participants discussed how the state will interact with business, in which projects private investments will be attracted, whether there is a place for PPP.

The comprehensive plan did not work at full strength

At the beginning, all speakers were asked in blitz format to answer the question about the role of the integrated plan and its current state. First Deputy Minister of Transport Innokenty Alafinov said that he [the plan] now amounts to about 7 trillion rubles, of which about 3 trillion rubles is budget financing, a number of projects are transitional, some of the projects fall on Russian Railways. “At the same time, I would not speak about the pace, those projects that are, we are launching them, but we are doing it a little slower. What they were planning to launch in June, we will launch in October. There are certain reasons for this, ”he said. Alafinov admitted that the federal departments could not abandon the process management and imposed a project on it, as a result, they received not a parallel, but a consistent system. This imposition has led to delays that the ministry is actively fighting.

The Chairman of the Government of the Samara Region Viktor Kudryashov praised the importance of the plan for the region, in particular, noting the project of a bridge across the Volga that was planned in the region, which is important for the Togliatti single-industry town and the entire region. According to him, despite the fact that the project has not entered the active stage, the effect of this work is colossal, an increase in investor interest in other projects in the region has been recorded. Deputy Chairman of the Government of the Moscow Region Vadim Khromov shared his vision of the situation. The emergence of a comprehensive plan, according to him, is a positive moment, the interaction that goes on projects has moved into a constructive direction. Khromov noted that part of the projects can be implemented longer than before 2024, and therefore it is necessary to expand plans for forecasting the plan beyond this period. "There are global projects such as light rail transport around Moscow in the Moscow region that will definitely go beyond the next five-year and ten-year periods in terms of implementation," the deputy chairman said, adding that the results of the project will be large-scale and will affect the entire transport infrastructure.

Banks are waiting for new projects

Gazprombank Executive Vice President Pavel Brusser said that the bank has already signed a number of transactions that can be attributed to the main plan. In particular, financing projects under the energy part of the plan, an agreement on the Novy Urengoy airport and financial closure at the port of Lavna, the bank also plans to participate in the creation of a bypass of Togliatti and is actively considering other projects as part of the main plan. “The trunk plan is an important tool for infrastructure development. We are very glad that we are participating in it, ”said Alexander Voronyuk, Executive Director of VTB Capital Infrastructure Financing Department. “Of course, we expected a lot of contests, but this did not happen, I hope that the process has already been established, competitions will be held, and Cheka will go on. The market is growing, ”he added. Deputy Chairman of VEB.RF Yuri Korsun, in turn, noted that the comprehensive plan is a very correct undertaking, this is the same project, but unlike other national projects, it has a clear structure, and PPP is a very correct mechanism. “There were great hopes for him [a comprehensive plan]. During the year we saw a lot of movement inside, but I would like to see the result, ”he said. The deputy chairman of VEB.RF added that it is important not to forget during its implementation that the lion's share is large-scale projects, it is important to understand when decisions will be made on them and that they [projects] do not obscure the regional agenda. “There is a feeling that until decisions are made on global projects, there is some delay at the regional level. It is important for us to understand that the project selection system does not forget about the regional agenda. And for VEB.RF, this is the main direction in which it focuses, ”he said.

The President of the Black Sea Trade and Development Bank Dmitry Pankin noted that the main questions now are what projects to finance, where budget money will go. It is very important to adapt to new realities. “In our past, the World Bank and the EBRD participated in projects. Now they do not work in Russia. At the same time, new players appear - BRICS, Asian Bank. There is money there, but no experience, ”Pankin said, noting that it is necessary to ensure interaction with new financial institutions and to use their money.

PPP as an effective mechanism for infrastructure development

The chairman of the board of directors of the VIS group Igor Snegurov and the general director of Russia and the CIS IC Ictas Igor Koval noted the importance of the plan and shared their views on the specifics of implementing PPP projects within it. Koval noted that the main plan is a new opportunity for everyone. “In our country, projects without a capital grant do not fly in principle. The main plan gives such an opportunity to projects, ”he said, adding that it is necessary to adjust the legislation. Aleksey Andreev, Director General of Avtoban DSK, agreed with his colleague that the main plan provides new opportunities. He noted high expectations for new projects and mentioned the creation of sections of the international transport corridor Europe-Western China. Andreev believes that the project needs additional expertise and involvement of relevant companies in the discussions, because otherwise decisions may be made that will not be interesting to investors and real participants. In turn, Alafinov assured him that additional discussions were planned.

Discussion moderator Pavel Seleznev gave statistics on the PPP market in the transport sector. According to the ROSINFRA platform, 144 PPP projects in the transport sector with a total investment of 2.3 trillion rubles are being implemented in Russia. According to him, this suggests that the transport infrastructure is developing without a main plan, and PPP is an effective mechanism. “We still live according to the main plan or the PPP market is developing within the framework of the plan, what new mechanisms will be on the market?” Seleznev asked Alafinov. The deputy minister, in turn, noted that the Ministry of Transport for the development of the maximum number of instruments is both a corporate PPP and a CCP. He noted that it is important to talk with the market, so that the projects are already fully formed, and the deadlines are as short as possible. “But the main plan cannot provide all the infrastructure needs. It aims to implement the May decree of the president. What doesn’t get there, we have other tools, and we are in favor of them being preserved, ”Alafinov said. “We believe that regional projects should be developed, regardless of the main plan.”
