On December 13, 2017, at the Government House of the Moscow Region, experts from the Research Institute of the Communist Party of Ukraine took part in the third forum of the Central Federal District on public-private partnership (PPP).

This year, the Forum focuses on new sources of funding for the preparation and implementation of public-private partnership projects in the Central Federal District, taking into account the specifics of PPP projects when developing rules for the provision of intergovernmental transfers to constituent entities of the Russian Federation in the framework of National projects, mechanisms for determining priority regional PPP projects and social economic effects of their implementation.

Special attention was paid to the sectoral specificity of PPPs, in particular, the impact of curbing tariff growth on the launch of concession projects in heat supply, the problems of launching PPP projects in primary health care, and the risks associated with the implementation of inter-municipal PPP projects. The participants of the expert session “Transport Infrastructure of Central Russia: Plans and Projects” reviewed the experience and prospects for the development of infrastructure projects in the road sector, in the field of railways and urban transport. Attracting extrabudgetary investments in health care, education, social services, culture was the subject of discussion at a strategic session on the development of PPP in the social sphere.

For the second year in a row, the Forum has been held in the Moscow Region. Among the most large-scale public-private partnership projects that were implemented in the Moscow region: the construction of two cancer centers, the opening of the first public-private boarding house, the commissioning of a traffic safety monitoring system, and the launch of a system of non-cash payment of public transport passengers.

The forum included the signing of an agreement of intent to create an interregional project office for the exchange of experience in creating and implementing public-private partnership projects.
