Experts of the NII KPU took part in the VI Investment session of public-private partnership projects in the North-West Federal District On November 15, 2018, in the framework of the VII Murmansk International Business Week, an investment session of public-private partnership projects was held in the North-West Federal District in Murmansk. The event was organized by the Ministry of Industry and Entrepreneurship Development of the Murmansk Region and the Corporation of the Development of the Murmansk Region JSC.

Welcoming the participants, Deputy Governor Yevgeny Nikora stressed that it is impossible to effectively develop production and social infrastructure solely at the expense of state capital investments, therefore the role of PPP as a mechanism for attracting extrabudgetary funds for the implementation of socially significant projects is important. The regulatory framework created today at the federal level - legislation on concessions, public-private partnership - allows for the implementation of such projects, including at the regional level. The investment session was thematically divided into two parts.

The moderator of the first part was the Deputy Minister of Industry Development and Entrepreneurship of the Murmansk Region, Oleg Nikolayevich Kostenko. Promising PPP projects of the Murmansk region were presented to potential investors and the expert community. modernization of the heating system of Zapolyarny, the organization of lighting on highways and a kindergarten in the closed city of Severomorsk.

Deputy Director of the National Center for PPP Artem Evgenievich Volodkin stressed that the projects presented are interesting in their industry and everyone can find their investor.

The second part of the Invest session is a round table devoted to the practice of using PPP mechanisms and regional experience. Moderator of the round table - Daria Dedova, head of the press service of the North-West Strategic Partnership “The Strategic Partnership North-West”, noted an increased interest in the PPP mechanism both in the North-West regions and in the regions of the Arctic zone. Despite the obvious need to refine the legislation, socially significant large projects are implemented on the principles of PPP.

In the Murmansk region, this is the creation of a regional processing system, the disposal of municipal solid waste, and the municipal infrastructure systems for heat supply and water supply in the settlement of Kandalaksha, city Pechenga, CAT Vidyaevo, Umba, recently undergoing competitive procedures, an indoor ice rink with artificial ice, as well as a federal project to build and operate the infrastructure of the sea port of Murmansk in the framework of the Integrated Development of the Murmansk Transport Hub.

Oleg Kostenko, Deputy Minister of Industry and Entrepreneurship Development of the Murmansk Region, noted that the 2013 concession agreement on the creation of a regional system for the treatment and disposal of municipal solid waste is the first infrastructure PPP project in the field of waste management in the Arctic zone of the Russian Federation. At present, the construction of the waste sorting complex and the landfill has been completed, the state registration of ownership rights to possession and use of these objects has been carried out. Colleagues from Tatarstan presented the first municipal-private partnership agreement in Russia in the framework of 224-FZ for the construction of the Orange Fitness sports complex in Naberezhnye Chelny, and colleagues from Bashkortostan and St. Petersburg told about the largest PPP projects in the field of road construction, and also features of application of the legislation in the regions.

Vladimir Kilinkarov, adviser, head of DentonsEurope’s Russian PPP practice, spoke about current legal issues and prospects for improving legislation, noting that great hopes are being placed on the infrastructure mortgage mechanism that is currently being worked out and changes to the approach to evaluating the effectiveness of PPP projects.

Anna Batueva, Deputy General Director of the Association “Housing and Public Utilities and Urban Environment”, noted the effectiveness of two years of cooperation with the regional Development Corporation: “In my opinion, the Development Corporation is a very effective window for investors to enter the region, because the Corporation is able to promptly interact with authorities, and also explained that under budgetary constraints, investors have very few other ways to interact with the state.

More than 70 representatives of state and municipal authorities, business support infrastructure, investors, consulting companies and the expert community of the North-West Federal District, as well as Tatarstan and Bashkortostan took part in the Invest session.

Representatives of the National Center for PPP, Agency Agency PMA, Deloitte, Dentons Europe, Maxima Legal, the Association of Housing and Public Utilities and Urban Environment, LLC Concession Initiatives and Projects, Expert Group and others acted as experts.
