On March 29, as part of the business program of the Krasnoyarsk Economic Forum 2019, experts from the Research Institute of the Communist Party of Ukraine took part in the plenary session.

Opening the first plenary session of the KEF’2019 forum, the Deputy Prime Minister of the Russian Federation, Dmitry Kozak, held an online launch ceremony of the second stage of the Boguchansky aluminum smelter online. Launching the second phase of BoAZ is a prologue to the implementation of the Yenisei Siberia complex investment project. Governor of the Krasnoyarsk Territory, Alexander Uss, called the event "a turning point in Siberian history." Investments in the construction of BoAZ amount to 2.6 billion dollars. Total investment in the project "Yenisei Siberia" is planned in the amount of 30.6 billion dollars.

The central topics of Dmitry Kozak's speech at the forum were the investment policy and the interaction of the state and business. He noted that "competition for investment, for quality and markets for goods and services is a natural condition of countries or regions." Providing economic and social prosperity, material well-being of the country's inhabitants is possible only through investments, Dmitry Kozak said: “Investments will come to where the most comfortable conditions for life and work, where social stability and political predictability are ensured. According to Kozak, the state has two main tools: the provision of a high-quality regulatory environment and the development of infrastructure.

In this regard, Dmitry Kozak said that the government is currently developing a bill establishing strict rules. Any regulatory innovations that entail additional costs for non-state businesses should be put into effect only after a transitional, rather long (2-3 years) period after the adoption of a regulatory act.

The outlook on the prospects for improving the competitiveness of the Russian economy was presented by Professor Para Kanna of the megalopolis School of Public Administration named after Lee Kuan Yew (Singapore). He pointed out that the world economy is becoming multipolar today and “is increasingly moving towards a Eurasian perspective.”

“The trade turnover between Europe and Asia is $ 1.6 trillion annually. Thus, Eurasia becomes a super-important center of gravity. Russia is in the center of the Eurasian way. There is no better-placed country that could also effectively use the results of the growing trade turnover between Asia and Europe, ”said Parag Khanna, adding that Russia is“ a pillar of the world and Eurasian economic system. ”

Vladimir Rashevsky, Chairman of the Board, General Director of SUEK, JSC, noted that Russia's competitiveness "is the focus of strategies" of major national companies, and pointed out the need to simplify regulatory requirements for productivity growth.

“When the regulator is overwhelmed with the hardest procedures, the effectiveness of state support measures is declining. 56% of businessmen who expected to use state support measures could not do this because of the complexity of the procedures, ”said Vladimir Rashevsky. According to him, the development of backbone infrastructure is vital for growth in the competitiveness of Russian business.

The president of the economic partnership “New Economic Growth”, the head of the expert group of the forum, Mikhail Dmitriev, touched upon the topic of assessing the potential for development of territories in the light of the new spatial development strategy of the Russian Federation adopted in February. The main subject of the new policy is not regions, but subregional structures - agglomerations, municipalities, rural territories. Accordingly, the structure of support for these territories and their inclusion in targeted programs should be built differently. Currently, there are 27 development centers, which over the past decades have provided two thirds of Russia's economic growth. “If the strategy of spatial development is implemented, the weight of the contribution of some territories to the country's economic growth may decrease,” said Mikhail Dmitriev. “But not because their own growth will decrease, but due to an increase in growth rates in other regions.”
